NAAP NY's Hate Crimes Response Plan 2003
Response to Increase in Hate Crimes: Implement the Following Measures
1. Direct Outreach to Arab Neighborhoods: distribute 'know your rights'
leaflets and 'referral lists' which takes place every OTHER weekend.
a. Technique: ask Arab grocery store owners to put in customer's
bags; distribute and leave at mosques and churches; set up booths similar
to our efforts during voter registration and hand out all day to those walking
by; ask mosques and churches to mail out to mailing lists.

b. Targeted Areas: NY - Brooklyn (Atlantic Ave, Bayridge), Queens
(Steinway, Astoria), Bronx, Yonkers; NJ-Paterson, Jersey City, ISCJ,Homdell
2. Local Law Enforcement:
a. Encourage members of the community to attend local precinct council
meetings. Three targeted precincts are in Brooklyn: 66th precinct, 68th precinct,84th precinct
If you live in any of these areas please be a representative by attending their council meetings. This is to raise awareness of the council meetings at the local

b. Reaching out to law enforcement to come to mosques and churches to
address community concerns.
3. Speaker Panels and/or Lawyer: organize speaker panels consisting of
rep's from the Prosecutor's Office, Department of Justice, Mayor, Law
Enforcement to address hate crime and related issues and/or ask a civil
liberties attorney to address these issues at specified times (ie,
during or after Friday khutbah, etc.) - the approach will depend on the
particular venue and the preference of the community leaders involved.

a. Venues: Arab Church in Bayridge; NJ Mosques including ISCJ,
North Bergen, Passaic; NY Mosques
4. Develop Legal Resource List: list of lawyers to whom to refer ppl
who are victims of hate crimes, etc.
5. Teach-in's & Educational Lectures: educate both Arab American and
non-Arab American on relevant issues
